Was this a new scheme promoted before the crucial elections of 2024 between INDIA and Bharat

Amitabh Srivastava

I was really surprised to receive a mail in my mail-box recently saying that the government was giving cash incentives to promote inter-caste marriages in India.

Unbelievable, I said.

Everyday we have been reading news of men or women of Dalit caste being either burnt alive or the houses of entire community gutted in every party of the country whatever the regime.

Was this a new scheme promoted before the crucial elections of 2024 between INDIA and Bharat?

Should this facility not be normal in a county where every party wants to have a SC or ST representation at the highest position to showcase our commitment to diversity and benefits of governance reaching to the last person as late Mohandas Karamchand Gandhi used to proclaim.

Later, he turned into a Mahatma because we mortals expressed our human limitations and placed him on a pedestal too high for humans where the most powerful heads of governments in the world come and pay their obeisance before starting their business and arms deals.

However, back to the news.

Scrolling down I read that this was a scheme of 2013 (Manmohan Singh regime) called

Dr.Ambedkar Foundation Intercaste Marriage Scheme which offers Rs. 2.5 lakhs for marriages between individuals from Swarna (privileged) caste and Dalit communities.

In addition to this Central Government scheme, the Haryana Government offers an additional Rs.2.5 lakhs, Maharashtra government offers Rs.50000 and UP offers Rs.2.5 lakhs. The Rajasthan government is reported to have increased the incentive to Rs.5 lakhs recently.Obviously!

The terms and conditions that apply for availing this generous offer are-

1. The marriage must be registered under the Hindu Marriage Act 1955.

2. It should be the first time marriage.

3. The couple must apply for this facility within one year of their marriage( if they are burnt alive or their bodies are found hanging on trees within that period) the fund goes back for the biryani and fuel expenses of the vehicles of the bosses.

But the most interesting detail in the terms and conditions is that "Individuals who repeatedly benefit from state or central schemes will have the amount deducted from their accounts."

I confess I am very naive and don't understand whether this is to prevent frequent marriages to avail the facility or it means availing money under schemes of the government. I have never worked in a government organisation in my life and my ignorance should be forgiven.

But sarcasm apart, as a dear friend accuses me of, if this scheme was actually announced in 2013 by the UPA 2 why did the Manmohan Singh Government lose the election in 2014?

Did rigged charges of corruption, as proved later, become more powerful than an incentive to promote Intercaste marriages in the country?

I am asking this because late Kashiram had once warned me when I met him in his small Karol Bagh house that that there are so many SCs STs and Dalits in the Army and Police that if they came together they would overthrow any Government in the country.

What are they waiting for?

Or did the UPA miss out on another game-changer scheme to win the elections because it could not hire a good marketing agency?

The other scheme of the UPA that I had written could be a game changer was the Jan Aushadhi Kendras dispensing medicines to the poor free or at affordable rates. An average Indian spends 60 per cent of his income on medical care and any government that takes care of that can never lose an election ever.

But as we are still suffering from our miscalculations for the last nine years I am now convinced that the right to live in this ancient country means nothing compared to having a magnificent Ram Temple, whatever the price we have to pay for it.
